British Council and Sindh Government Launch Major Drive to Transform English Education Across Public Schools

The British Council and the Government of Sindh have signed a landmark Letter of Intent aimed at significantly improving the quality of English language teaching across public schools in the province. The initiative is expected to directly train 30,000 teachers and indirectly benefit more than two million students, marking one of the largest coordinated efforts to strengthen language education in Pakistan.

Addressing Long-Standing Gaps in English Language Learning


English remains a compulsory subject in Pakistan’s education system and plays a critical role in higher education, governance, and professional advancement. However, despite years of classroom exposure, many students continue to struggle with effective communication due to outdated teaching practices and limited teacher training. The British Council Sindh education partnership seeks to address these structural gaps by modernising classroom methodologies and improving teachers’ pedagogical skills.

Teacher Training at the Core of the Initiative


Under the agreement, the British Council will deliver its internationally recognised “English as a Subject for Teachers and Educators” (EaSTE) programme to newly inducted primary and early childhood teachers across Sindh. The initiative will also upskill 1,000 in-service teachers who will serve as mentors, strengthening peer learning and ensuring sustainable capacity building across the public education system.

Digital Learning and Long-Term Support


A major component of the initiative is the introduction of a scalable digital Learning Management System, enabling continuous professional development for teachers. This platform will provide structured learning resources, assessments, and ongoing support, ensuring that teaching standards improve beyond initial training phases. The integration of digital tools is expected to enhance consistency and reach, especially in underserved regions.

Commitment to Inclusive and Effective Education


Speaking on the occasion, British Council Pakistan Country Director James Hampson emphasized that the initiative reflects a long-term commitment to improving educational outcomes. He noted that supporting 30,000 teachers and reaching two million learners represents a major step toward strengthening foundational education and promoting equitable learning opportunities.

Sindh Education Minister Sardar Ali Shah highlighted that the program focuses on quality rather than access alone. He stressed that empowering teachers with modern, context-sensitive teaching approaches would directly improve student learning outcomes and align classroom practices with Pakistan’s linguistic and cultural realities.

Building on Proven Success in Education Reform


The initiative builds on the British Council’s longstanding engagement in Pakistan’s education sector, including successful implementation of similar programs in Punjab, where more than 140,000 teachers benefited from structured professional development. By extending this proven model to Sindh, the partnership aims to create a sustainable improvement in English language education across the province.
