Authorities have issued a nationwide alert warning citizens against the buying and selling of foreign SIM cards, saying their illegal use poses serious threats to personal identity, financial security and national safety. Officials stressed that many people underestimate the risks, often using such SIMs without realizing the potential consequences.
Why Foreign SIM Cards Are Under Scrutiny
According to government officials, foreign SIM cards frequently bypass Pakistan’s local verification and biometric registration systems. This makes it difficult to trace ownership and monitor usage, creating loopholes that can be exploited for criminal activity.
Telecom regulators say these SIMs are often brought into the country through informal channels and sold without proper documentation, exposing users to identity misuse and legal complications.
Growing Use of Foreign SIM Cards in Fraud and Crime
Law enforcement agencies have reported a rise in scams linked to foreign SIM cards, including financial fraud, impersonation, blackmail and unlawful communication. Criminal networks prefer these SIMs because they are harder to track and can be discarded easily after use.
Officials warned that even individuals who unknowingly use foreign SIM cards can come under investigation if those numbers are linked to illegal activities.

Ordinary Users Face Legal and Financial Consequences
Authorities emphasized that using unregistered or illegally obtained foreign SIM cards can lead to severe penalties under national telecom laws. These may include fines, SIM blocking and, in serious cases, criminal charges.
Experts also cautioned that such SIMs increase the risk of data theft, unauthorized access to banking apps and loss of sensitive personal information.
Govt Urges Public to Follow Legal SIM Registration
The government has urged citizens to purchase SIM cards only from authorized franchises and ensure they are properly registered in their own name. Officials said following legal procedures not only protects individuals but also helps strengthen national cyber and telecom security.
Telecom authorities added that avoiding foreign SIM cards is essential to maintaining a secure digital environment as mobile-based services continue to expand.
Public Awareness Key to Preventing Misuse
Officials stressed that public awareness remains the most effective defense against the misuse of foreign SIM cards. Citizens were advised to report illegal sellers and remain cautious of offers promising cheap or “no-registration” SIM services.
The government reiterated its commitment to enforcing telecom regulations and safeguarding users from the risks associated with unauthorized SIM usage.
