Director General Benazir Income Support Programme Punjab, Haider Murtaza, said that free SIMs for BISP beneficiaries have so far been provided to nearly 2.4 million women across Punjab, achieving around 49 percent of the overall target. He stated that the distribution of free SIMs for BISP beneficiaries is being carried out with full transparency to ensure that deserving families receive direct and secure access to financial support.
He shared these remarks during a visit to SIM Distribution Centers in Muzaffargarh, where he reviewed the ongoing process of issuing free SIMs for BISP beneficiaries. During the visit, he examined operational arrangements, assessed crowd management, and monitored how beneficiaries were being facilitated at the centres. He also interacted directly with women beneficiaries to hear their concerns and ensure that services were being delivered respectfully and efficiently.
Haider Murtaza highlighted that free SIMs for BISP beneficiaries are a key step toward strengthening digital financial inclusion. Alongside SIM distribution, beneficiaries are being given digital financial literacy training to help them understand how to use their SIMs, mobile wallets, and basic banking features. He explained that wallet accounts are being opened on these SIMs and, in the near future, all BISP payments will be routed through these wallets to improve safety, speed, and transparency.

Free SIMs for BISP Beneficiaries Strengthen Digital Payments and Transparency
He added that free SIMs for BISP beneficiaries will play a significant role in empowering women by giving them direct control over their financial assistance. By reducing reliance on intermediaries, the initiative aims to minimize delays, deductions, and exploitation, while also improving women’s confidence in managing their own resources.
The Director General clearly instructed beneficiaries that free SIMs for BISP beneficiaries are provided at no cost and warned them not to pay any money to anyone under any circumstances. He stressed that these social protection wallets are a trust placed in women and must be protected carefully. Beneficiaries were advised not to share their PIN codes, wallet details, or SIM information with anyone to avoid fraud.
He further directed beneficiaries to immediately contact their nearest BISP Tehsil Office or the BISP helpline in case of any complaint or issue. Expressing satisfaction with the progress so far, Haider Murtaza instructed field teams to speed up the distribution of free SIMs for BISP beneficiaries while strictly maintaining service quality and standard operating procedures.
Reiterating a zero-tolerance policy for negligence or misconduct, the Director General appreciated the efforts of field staff and service providers, urging them to continue working with dedication and professionalism to ensure that free SIMs for BISP beneficiaries reach all eligible women across Punjab in a timely and dignified manner.
