OGRA Accelerates Oil Sector Digitization with Advanced Track & Trace System

The Oil and Gas Regulatory Authority (OGRA) has taken a transformative step in modernizing Pakistan’s downstream oil sector by launching the second phase of its flagship initiative, Digitizing Pakistan’s Oil Supply Chain. Building on the successful implementation of its online licensing system and the first digitization phase, OGRA has now introduced a comprehensive Track & Trace system in collaboration with the Punjab Information Technology Board (PITB).

This phase represents a significant upgrade, expanding digital governance beyond licensing to the full monitoring of petroleum product movements from refineries and import terminals to storage depots, tank lorries, and retail outlets. The initiative is designed to enhance transparency, operational efficiency, and public safety across the country.

Integration with Existing Digital Platforms

OGRA’s new system builds upon the earlier Raahguzar mobile application, developed with the Federal Board of Revenue (FBR) and the Oil Companies Advisory Council (OCAC). The app allows consumers to locate licensed fuel stations through GIS mapping, ensuring informed choices and greater market oversight. The Track & Trace rollout now extends this visibility to the entire supply chain, integrating ERP platforms, GPS-enabled tankers, and centralized monitoring dashboards.

Currently, over 29 Oil Marketing Companies (OMCs) are operating fully integrated ERP systems, and approximately 15,000 tank lorries are equipped with GPS devices. OGRA’s system leverages these existing assets to provide real-time tracking, detect unauthorized decanting, prevent smuggling, and enable timely regulatory intervention.

Operational Efficiency and Enforcement

The initiative allows regulators to monitor fuel movements at every stage, improving compliance with legal and safety standards. By digitizing tanker dispatch, storage records, and retail deliveries, OGRA can now detect irregularities swiftly, reducing revenue losses and mitigating the risk of fuel adulteration. Analysts suggest that this system will not only streamline operations for OMCs but also enhance consumer confidence in the integrity of fuel supplies nationwide.
