Pakistan to Launch National Super App for All Govt Services in One Place

ISLAMABAD, September 7 2025 — In a landmark step towards digital governance, the Ministry of Information Technology and Telecommunication (MoITT) has initiated work on a National Super App and Web Portal that will serve as a one-stop gateway for citizens and businesses to access government services across federal and provincial levels.

Digital Transformation Underway

The initiative, launched under the Digital Economy Enhancement Project (DEEP) with World Bank support, adopts a whole-of-government approach to strengthen digital service delivery nationwide. The super app aims to dismantle departmental silos and bring all essential services under a single, secure, and citizen-centric platform.

According to MoITT, the project will simplify service delivery, reduce processing times, and improve transparency in governance. By digitizing workflows and enabling automated notifications and real-time tracking, it will minimize reliance on manual processes while lowering administrative costs.

Services at Your Fingertips

Through the platform, users will be able to access critical services such as:

  • License renewals
  • Tax filing and fee payments
  • Permit applications
  • Healthcare and education services

Available 24/7 via mobile and web, the super app will support multiple languages, ensuring inclusivity across diverse user groups. A single sign-on system linked with NADRA’s digital ID will allow secure logins, while personalized dashboards will enhance the overall user experience.

Security and Scalability

Security is at the forefront of the design. The app will implement end-to-end encryption, zero-trust frameworks, and biometric authentication, aligning with global standards such as GDPR and Pakistan’s forthcoming Personal Data Protection Bill.

Built on a microservices-based SuperApp framework, the platform will be modular and scalable, enabling quick onboarding of new government services as well as third-party integrations. Future revenue models may include subscriptions, freemium services, and in-app advertising, though the service will initially be free.

A Step Towards Smarter Governance

The Pakistan Digital Government Enterprise Architecture will unify standards across technology, information, and business processes, ensuring smooth interoperability. The super app is expected to boost compliance and revenue collection, while creating new opportunities for businesses and startups to integrate their services within the ecosystem.

With consultancy firms now being hired to lead development, MoITT expects the app to transform government-to-citizen (G2C) and government-to-business (G2B) interactions, placing Pakistan firmly on the path towards a digitally empowered society.
