Pakistan Railways ML-1 Project Breakthrough as ADB Deal Signals Powerful Rail Revival
The long-awaited Pakistan Railways ML-1 project has moved a step closer to execution after Pakistan Railways finalized an agreement framework with the Asian Development Bank. The development marks a significant milestone in modernizing the country’s most critical railway corridor linking Karachi with Peshawar, which carries the bulk of national passenger and freight traffic.
High-Level Coordination on ML-1 Progress
The progress on the Pakistan Railways ML-1 project was discussed during a high-level meeting in Islamabad attended by Federal Minister for Railways Muhammad Hanif Abbasi and Defence Secretary Lieutenant General Muhammad Ali. Senior officials from the Power Division and the National Logistics Cell were also present, underscoring the strategic importance of ML-1 for logistics, trade, and national connectivity.
Faster Trains and Higher Capacity
Officials said the Pakistan Railways ML-1 project will substantially improve train speeds, enhance passenger and freight capacity, and strengthen safety standards across the network. Once completed, the upgraded corridor is expected to support long-term economic activity by reducing transit times, improving reliability, and lowering logistics costs for businesses.

Rail Reforms Aligned With National Vision
During the briefing, the railways minister said Pakistan Railways is undergoing accelerated reforms through coordinated planning and operational restructuring in line with the prime minister’s vision. He emphasized that the Pakistan Railways ML-1 project is central to restoring efficiency, reliability, and competitiveness in the rail sector after years of financial and operational challenges.
Smart Stations and Digital Oversight
As part of parallel modernization efforts linked to the Pakistan Railways ML-1 project, the country’s first Safe and Smart Railway Station has been established in Rawalpindi. The station operates a 24-hour AI-based monitoring system supported by 184 surveillance cameras, significantly improving security and real-time operational oversight.
Technology-Driven Rail Management
Digitization has become a key pillar supporting the Pakistan Railways ML-1 project. A Rail Tag system has been introduced for real-time tracking of trains and rolling stock, improving transparency, asset management, and operational efficiency. Officials believe this system will help reduce losses and improve planning across the rail network.
Freight Controls and Passenger Services
To address overloading and safety concerns, a modern weigh bridge has been made operational in Karachi, helping protect rail infrastructure and improve freight revenue. On the passenger side, free Wi-Fi is now available at major railway stations covering nearly 70 percent of total footfall, while ATM machines have been installed to promote cashless transactions. Station upgrades, refurbished coaches, and new CIP lounges are also being rolled out alongside the Pakistan Railways ML-1 project.
ADB Reaffirms Support for ML-1
The Asian Development Bank has formally reaffirmed its support for the Pakistan Railways ML-1 project as Pakistan pursues macroeconomic stabilization and fiscal consolidation. The commitment was reiterated during a meeting between ADB Central and West Asia Department leadership and Federal Minister for Economic Affairs Ahad Cheema, where both sides discussed aligning development financing with reform priorities.
Global Coordination to Reduce Delays
ADB officials acknowledged Pakistan’s progress on fiscal consolidation and confirmed close coordination with Pakistani authorities on ML-1. The bank is also working with the World Bank to identify implementation bottlenecks and strengthen preparatory work, aiming to ensure timely execution of the Pakistan Railways ML-1 project.
Strategic Importance for Economic Recovery
Senior officials from both sides agreed to deepen institutional cooperation across transport infrastructure and economic reforms. With execution now in sight, the Pakistan Railways ML-1 project is widely seen as a cornerstone initiative for revitalizing Pakistan’s rail sector, improving national connectivity, and supporting sustainable economic growth in the years ahead.
