Pakistan Establishes Strategic Digital Wallet Company to Manage Government-Owned Virtual Assets

ISLAMABAD – October 2, 2025: The federal cabinet has approved the incorporation of a new state-owned enterprise (SOE) — the Strategic Digital Wallet Company — aimed at managing and safeguarding Pakistan’s government-owned virtual assets.

The move follows the promulgation of the Virtual Asset Ordinance, 2025, which establishes a comprehensive legal framework for regulating virtual assets and Virtual Asset Service Providers (VASPs) in Pakistan.

A Milestone in Pakistan’s Digital Economy

The Strategic Digital Wallet Company is being incorporated as a non-profit entity under Section 42 of the Companies Act, 2017, and registered with the Securities and Exchange Commission of Pakistan (SECP).

The initiative, spearheaded by the Pakistan Crypto Council, is designed to ensure that the public sector has a secure and government-operated cryptocurrency wallet for managing digital assets in line with the new regulatory regime.

Leadership and Governance

To meet incorporation prerequisites, the government nominated three initial directors:

  • Taimoor Hasan, Joint Secretary, Finance Division
  • Humera Azam Khan, Joint Secretary, Cabinet Division
  • Amir Muhammad Khan Niazi, Joint Secretary, Law and Justice Division

Additionally, Ahmed Taimoor Hasan has been appointed as the company’s Chief Executive Officer (CEO) on an additional charge basis until the Board appoints a regular CEO under the State-Owned Enterprises (Governance and Operations) Act, 2023.

Role of the Strategic Digital Wallet

The new SOE is expected to provide the foundational infrastructure for Pakistan’s future blockchain-based financial ecosystem. Key potential use cases include:

  • Tokenized government bonds
  • Sovereign digital currencies
  • Cross-border blockchain transactions
  • Secure management of public-sector digital assets

Experts view this as a progressive step toward positioning Pakistan as a forward-looking nation embracing the digital economy, while also ensuring compliance, transparency, and national security.
