Islamabad Moves to Regulate Ride Hailing Services

ISLAMABAD: Ride Hailing Services regulation in Islamabad has entered a new phase as the district administration announced mandatory digital registration for all app-based transport platforms operating in the federal capital. The move is aimed at strengthening public safety, improving law enforcement oversight, and ensuring accountability across Islamabad’s rapidly growing ride-hailing sector.

Government officials describe this measure as a response to the growing use of these services provided by the apps, especially where many of them are operated without any set regulations. It has been clarified that if any of the services from the apps operate without being registered properly, stringent action will be taken against them.

Under Ride Hailing Services regulation in Islamabad, all drivers and vehicles will be required to undergo electronic verification through a centralized system. This includes verified personal details of drivers, vehicle registration information, and operational records. The aim is to establish a centralized database that ensures transparency and allows authorities to effectively monitor service providers operating within Islamabad.

Deputy Commissioner Islamabad has directed the Additional Deputy Commissioner East to immediately contact the chief executive officers of all Ride Hailing Services active in the city. These companies have been instructed to cooperate fully with the administration and facilitate the registration of their drivers and vehicles without delay.

Officials believe Ride Hailing Services regulation in Islamabad will significantly enhance passenger safety and assist law enforcement agencies. All unregistered vehicles, including motorcycles offering their services through ride-hailing platforms, would fall under this digital registration mechanism. According to the concerned authorities, it will help weed out much of the bureaucratic hassle and keep the records accurate.

Consequently, the Islamabad Police will have complete access to the registration database through a dedicated app. In fact, the integration can significantly enhance the development of policing capabilities, as real-time information about any driver and vehicle will be available in response to emergencies, complaints, or criminal investigations.

One of the salient rules in the new regulations is the uploading of passenger information. Drivers have to register first, followed by the putting of passenger information in the application before offering any ride to the passengers. Without recording the CNIC number of the passenger, drivers are not allowed to transport anyone.

According to officials, this move is essential in the reduction of crime incidents, increasing passengers’ safety, and providing confidence in using these rideshare services. Safeguards will also be implemented to shield personal information, with further details on privacy measures moving forward.

The district administration indicated that it has decided that the formal process of registration is to begin tomorrow, as per a direct order from the Deputy Commissioner of Islamabad. Drivers/service providers have been called upon to adhere to it as soon as possible, as enforcement of the measure is expected soon after the registration process begins.

This step aligns with Islamabad’s broader attempt to ensure digital mobility services are subject to regulation, allowing services that prioritize convenience to be delivered within a secure system. The ride-hailing services are, in fact, continuously redefining transport services, with authorities emphasizing that regulation strikes a proper balance.
